城市“多规融合”的再思考

The Rethinking of the City's “Multiple Planning Integration”

推进"多规融合"已成为新型城镇化建设与加强城镇化管理的重要手段。本文在国内外相关研究的基础上,结合探索实践,从"导向之争"、"空间之争"、"利益之争"、"法定之争"四个方面来分析"多规融合"的现实争论焦点。通过规划基础研究、协调城市发展控制与总体路径设计进行融合再思考,提出实施"统而不同"的规划融合,实现城市空间规划协调发展。

The promotion of the ＂Multiple Planning Integration ＂ has become an important manner to construct new-type urbanization and strengthens the management of urbanization. Combined related domestic and foreign researches with exploration and practice,this paper analyzes the contentions of the ＂Multiple Planning Integration＂through four aspects i. e. ＂the dispute of guidance＂,＂the dispute of space＂,＂the dispute of interests＂,＂the dispute of legal＂. Based on fundamental researches,this study rethinks the integration of coordinating urban development with overall path designing and puts forward the idea of being unified while different in order to achieve the coordinated development of urban planning.
