黑龙江省森工林区作为全国最大的国有林区,是东北、内蒙古重点国有林区的核心,具有重要的生态地位。建立黑龙江省森工现代林业综合配套改革试验区,是推动国有林区经营管理体制改革、提高保障国家生态安全的主体功能作用、加快林区转型、建立现代林业产业体系、促进林业职工持续增收、推动林区民生建设的重要途径。建立黑龙江省森工现代林业综合配套改革试验区应从以下一些方面入手:加强生态建设与保护、创新林业生产经营体制、加快构建现代林业产业体系、创新林区财税金融扶持、创新涉林资金管理使用的体制机制、创新林下经济产品流通方式和流通业态、完善林业科技创新和服务体系、完善林业扶持政策、完善林业社会化服务体系等。

Heilongjiang forest industry region,as the country＇s largest state- owned forest region,is the core of key state- owned forest of the northeastern China and Inner Mongolia,which plays an important ecological role. The establishment of Heilongjiang forest industry forestry modern comprehensive supporting reform pilot area,is an important way to promote structural reform of the management system of the forest region,to increase the income of the forest region staff continually,and to promote construction of people＇s livelihood of the forest region. The following is the approaches of the establishment of Heilongjiang forest industry forestry modern comprehensive supporting reform pilot area： to strengthen the ecological construction and protection of protection,to innovate the forestry production and operation system,to accelerate the construction of industry system of modern forestry,to innovate fiscal and financial support for forest innovation,to innovate system and mechanism of funds management and use,to innovate the distribution patterns and distribution formats of forest- related economic products,to perfect technological forestry innovation and forestry service system,and to improve forestry policies to support and improve the supportive policy of forestry and socialized service system and so on.
