安全系统和谐原理体系构建研究

Study on Construction of Harmonious Principles of Safety System

为了从根本上提供事故预防的方法指导,进一步丰富安全系统科学基础理论,从系统整体视角出发,探讨安全系统和谐的内在规律。明确了安全系统和谐原理的定义与研究内容,提出安全系统异物共存原理、安全子系统功能强制协同原理、安全系统整体涌现性原理、安全系统正负功能输出原理、安全系统人主体能动性原理和安全系统最优化原理等六条子原理,并阐述了各子原理的内涵。构建了安全系统和谐原理"轮形"体系结构,并将提炼的各子原理运用于实现安全系统和谐的动态控制过程。研究表明,安全系统和谐原理体系可成为降低事故发生率的突破口。

The inherent law of the harmony of safety system was explored from a perspective of system as a whole,to provide methodological guidance for accident prevention fundamentally, and enrich basic theory of safety system science. The defini- tion and contents of harmonious principle of safety system were clarified clearly, and six subordinate harmonious principles of safety system were put forward, including the principle of foreign bodies and coexistence of safety system, the mandatory and collaborative principle of safety subsystem, the principle of whole emergence of safety system, the principle of positive and negative output of safety system, human＇s dynamic principle of safety system and the optimal principle of safety system, and the connotations of the six principles were expounded. A ＂wheel pattern＂ system structure of the harmonious safety sys- tem principle was buih, and the extracted principles were used in the dynamic process of realizing the harmony of safety sys- tem. Studies show that the system of the harmonious principles of safety system could be a breakthrough in reducing accident rates.
