摘要
合理地估算停电损失对于电力系统规划设计、电网全寿命周期管理以及提高系统可靠性水平等方面具有重要意义.建立了停电持续时间与单位电量停电成本的数学模型,并综合考虑停电频率、停电量以及用户类型的影响,利用电力系统可靠性充裕度评估的相关指标,通过构造全社会总停电损失函数,提出了一种停电损失估算方法,融入了多种因素对停电损失的影响,并同时计入电网公司和电力用户的停电损失,能够更全面地反映电力中断对全社会造成的经济损失.以IEEE-RTS96为例进行了测算,表明所提方法切实可行.
Reasonable estimating outage cost has a vital importance in power grid planning,life cycle cost management and improving the reliability of system.First the mathematical model of outage duration time and outage cost per unit is established;then considering cottage frequency,outage amount and customers' type while using some indexes for reliability adequacy evaluation,a new outage cost assessment method is proposed by constructing outage cost function of the whole society.This method includes various impact factors while considering both customer and the power grid company's loss,which can more comprehensively reflect the whole society economic losses caused by power outage.Finally,the IEEE-RTS96 case study indicates that the method proposed is realistic and feasible.
