摘要
环境监测是环境保护体系的重要组成部分,其质量控制又是环境监测的基础。为提高生态补偿监测质量,加强地表水环境监测过程和监测结果的质量控制与质量保证,对生态补偿监测全过程中的人员素质、监测分析方法的选定、布点采样方案和措施、实验室内质量控制、数据处理和报告审核等环节进行了分析,旨在为实行跨界断面水质目标扣缴监测提供技术手段和生态补偿扣款依据,同时为环保执法及政府决策提供相应的对策建议。
Quality control is the basis of environmental monitoring, which is an important part of the environmental protection system. In order to improve the monitoring quality for ecological compensation, and enhance the accuracy of monitoring data. This study analyzed every aspect of quality control in the whole monitoring process including personal quality, monitoring method selection, sampling location selection, laboratory internal quality control, data processing and report audit, aimed at providing technical support to implement the transboundary - section water quality withholding monitoring and scientific basis for the environmental protection law enforcement, and government decision -making.
