摘要 基于空气质量新标准,采用承栽指数法对2010~2013年重庆市40个区县的SO2、NO2PM10单要素承载力和大气环境综合承载力进行了测算和评价,分析了空间分布特征及多年变化趋势。结果表明:全市大气环境综合承栽力总体上呈增加趋势,渝东南和渝东北地区承载力最好,都市区承载力较弱;SO2、NO2承载力较为乐观,但有近1/2的区县NO2承载力呈下降趋势,PM10形势严峻,所有区县均处于超载或濒临超载状态。“十三五”时期,重点应进一步强化PM10和NO2污染控制,以环境承载力为基础调整优化产业布局,实施空气质量达标分类指导和精细化管理,建立环境承载力监测预警体系。 Based on the new air quality standards, the carrying capacity index method was used to evaluate single factor carrying capacity of SO2, NO2, PM10 and the atmospheric environment comprehensive carrying capacity of 40 counties in Chongqing during 2010 - 2013, and analyzed the spatial distribution characteristics as well as the yearly changing trend. The result showed that the atmospheric environmental carrying capacity was generally increasing, and that of Southeast and Northeast area was the best while the Metropolitan Area was relatively weak. Although the carrying capacity of SO2, NO2 was optimistic, the NO2 capcity in half counties was decreasing. The situation of PM10 was serious because the carrying capacity of which in Chongqing is almost overloading. During? "the 13th five year" period, the work should be focused on r strengthen pollution control of PM10 and NO2, optimizing the industrial layout based on the environmental carrying capacity, implementing air quality standard classification guidance and fine management, and establishing the monitoring and warning system of environmental carrying capacity.
