论中国新型智库管理模式的创新方向 被引量:22

On the Innovation Direction of China's New Think Tank Management Mode

摘要 建设中国特色新型智库的当务之急是努力创新符合中国国情和新型智库发展规律的管理模式,包括创新项目、经费、国际交流、人才以及效益评价管理模式。创新项目管理模式,要把握"一种属性"、"两个服务"和"三性研究",既突出项目研究的相对独立性,又要维护国家利益。创新经费管理模式,要改变纯行政化的经费管理模式,在加大资金投入保障力度的同时,承认并加大研究人员的智力成本支付比例。创新国际交流管理模式,要注重发挥新型智库在国际交往中的重要作用,深化国际交流合作机制改革,简化交流审批程序,拓展国际合作交流平台。创新人才管理模式,重心是加强智库队伍建设,要点是强化智库专家职业精神、职业道德,根本是深化专家管理制度改革。创新效益评价模式,要逐渐淡化成果的量化考核与主观色彩,避免研究成果的低质重复和泛化,将成果评价与成果转化有机结合,将同行评价与社会评价有机结合,将学术评价与政策评估有机结合。 The urgent task of construction on the new think tank with Chinese characteristics is to strive for innovation management mode in line with China' s national conditions and the develop- ment of new think tank, including innovative projects, funding, international exchanges, personnel and efficiency evaluation management model. The innovation of project management mode needs to grasp "an attribute", "two services" and "three nature studies", to highlight the relative independ- ence of the research projects, to safeguard national interests. The innovation of funds management mode needs to change the purely administrative management of the funds, to increase capital invest- ment in efforts to protect and increase the proportion of intellectual cost of the research staff. The in- novation of international exchange management mode should pay attention to play an important role in the international exchange of new think tank, deepen the reform of international exchange and coop- eration mechanisms, simplify the exchange of approval procedures, expand international cooperation and exchange platform. The innovation of talent management mode, the focus is to strengthen team building of think tanks ; the main point is to strengthen the professional spirit and ethics of think tank experts, is simply to deepen the reform of the expert management system. The innovation of benefit evaluation mode should gradually dilute the results of the quantitative assessment and the outcome of the subjective, to avoid research duplication and generalization of low quality. Results evaluation and achievement transformation should be combined organically, peer assessment and social assess- ment should be combined organically, academic evaluation and policy assessment should be com- bined organically.
