摘要
干部日常行政行为的内在逻辑可以区分为结果性逻辑和适当性逻辑两种,全面推进依法治国,需要干部行为逻辑从结果性逻辑向适当性逻辑转型,这是我国依法治国能否取得实际成效的关键。要实现干部行为逻辑转型,一方面要加强制度建设和制度激励,另一方面要把组织激励与制度激励结合起来,形成结构化激励机制。
Cadres daily internal logic can be divided into the results of the administrative be- havior logic and appropriateness logic , comprehensively promote the rule of law, it requires cadre behavior logic transform from the results to the appropriate logic, this is the key to get real results of rule of law in China. In order to realize the cadre behavior logic transformation, on the one hand, the system construction and system of incentives should be strengthened, on the other hand, combine the organization incentive and system incentive, forming a structured incentive mechanism.
