开发性金融助推秦巴山片区扶贫开发的机理分析

An Analysis on the Mechanism of Developmental Finance Designed for Poverty Reduction in Qinba Mountainous Areas

秦巴山片区集革命老区、大型水库库区和自然灾害易发多发区于一体,内部差异大、致贫因素复杂,是涉及省份最多的连片特困地区,扶贫开发难度极大。开发性金融作为政府与市场的桥梁,具有服务国家战略、依托信用支持、市场运作、保本微利的优势,在扶贫开发方面具有成功经验。本文剖析了秦巴山片区扶贫现状及存在的问题,总结了开发性金融的特征和成功实践,认为以开发性金融为主导,运用开发性金融手段和方法,是助推秦巴山片区扶贫开发的有效途径。

Qinba mountainous area is an old revolutionary area, is rich with reservoirs and is also subject to the natural disasters.Its internal difference is great, the factors leading to poverty are complicated, and is involved many provinces, therefore the challenge for development and poverty reduction is great. As a bridge between the government and the market, the developmental finance has the advantages of serving the national strategy, relying on the credit support, market operation and low-interest target, and has been considerably successful. The paper analyzes the current problems regarding the poverty reduction in Qiba mountainous area, summarizes the characteristics and successful practices of the developmental finance. It believes that mainly relying on the developmental finance and using its approach and method is effective in improving the poverty reduction in this area.
