公益创投与地方政府社会管理创新——以昆山为例

Venture Philanthropy and Local Government's Social Management Innovation:A Case Study of Kunshan

兼具培育社会组织与提升组织效能的公益创投,对探索地方政府社会管理创新的方法和路径有着重要的意义。昆山市案例表明了公益创投在地方政府社会管理创新中具有多方面的效能:既增强社会管理创新多元主体力量、搭建政府购买公益服务前沿的平台、创新社会管理理念,又增强社会管理的协同性与资源共享性,创新公益信息共享机制。不过,昆山案例也显示出公益创投在社会管理创新中还面临着政府与社会组织间信任、专业人才匮乏及政府退出机制两难等诸多困境。这也是未来推进公益创投发展需要研究的问题。

Venture philanthropy cultivates social organizations and promotes organization efficiency,which plays a significant role in exploiting methods and routes of local government＇s social administration innovation. Kungshan＇s example further confirms that venture philanthropy facilitates multifaceted performances in local government＇s social administration innovation. Besides strength enhancement of multiple subjects in social administration innovation,it also establishes a forefront platform for government purchase of public services,and innovates social administration principles. Furthermore,it strengthens social administration cooperativity and resource sharing,with an innovation of information sharing mechanism in public services. On the other hand,Kungshan＇s example also indicates that venture philanthropy is faced up with numerous dilemmas in social administration innovation,such as mistrust between the government and social organizations,serious shortage of professional talents,and the difficulty of government exit mechanism. All of these issues fall within the scope of future study in venture philanthropy promotion.
