城镇化进程中农民养老保障体系构建研究

由于农民阶层的多样化,我国农民养老问题更加复杂。文章通过对农村居民养老现状进行分析,得出家庭养老在逐渐弱化、市场养老发展滞后、而政府养老作用有限的结论。提出应根据农民主体的不同,在养老保障问题上应加以区分和分别对待。针对在家务农农民、失地农民和进城务工定居农民的不同情况,构建了一个全面覆盖的养老保障体系,分别对他们的养老保障进行了分析和框架设计。以期为国家宏观管理部门在解决农民养老问题上提供思路和参考。
