摘要
首先用清单分析法对我国西南地区农业面源污染进行核算,将其纳入农业全要素生产率框架,并基于Malmquist-Luenberger生产率指数和新古典收敛模型实证分析我国西南地区农业全要素生产率增长及其演进规律。实证结果显示:(1)考虑环境约束的农业全要素生产率显著低于传统不考虑环境约束的测算结果,反映出西南地区农业经济呈现以牺牲生态环境为代价的粗放型增长。(2)环境约束下桂川渝地区农业全要素生产率高于云贵地区,贵州农业发展呈现出典型的增长与环境双重恶化现象。(3)环境约束下西南地区农业全要素生产率存在σ收敛和β收敛,但是σ收敛趋势并不稳定。基于上述结论,提出相关政策建议。
The paper selected list analysis method to calculate agricultural non- point source pollution in the southwest China,then put it into total factor productivity analysis framework,finally applied the Malmquist- Luenberger productivity index and the neo- classical convergence model to empirically analyze the agricultural total factor productivity growth and the evolution law of the southwest China. The experiential results show that: firstly,environmental regulations of the agricultural total factor productivity was significantly lower than traditional calculation results,which reflected that southwest agricultural economy development presents extensive growth at the expense of ecological environment; secondly,under environmental regulations,agricultural total factor productivity in Guangxi,Sichuan,Chongqing province are higher than Yunnan and Guizhou province,and Guizhou agricultural development was typical"growth and environment"deterioration; lastly,agricultural total factor productivity in southwest area under environmental regulations exists σ convergence and β convergence,but σ convergence is not stable. Based on the above conclusions,related policy implications are recommended in the paper.
