反恐怖核心区作战情报保障问题研究

The Research of Fighting Intelligence Security of the Core Area in Anti- terrorism

[目的/意义]恐怖主义是世界各国的公敌,已经对人类社会的安全稳定构成了严重的威胁。反恐怖核心区是我方与恐怖分子斗争最激烈的场所。高效、快捷的反恐怖核心区作战情报保障是取得反恐怖斗争胜利的关键,具有情报需求多样、信息真假难辨、社会责任巨大、对高科技依赖性强的特点,但是,目前所面临的目标资料难以获取、装备难以发挥有效作用、人力情报工作难以展开等问题严重制约了其效能的提升,必须加以克服。[方法/过程]在参阅大量文献的基础上主要运用定性分析的方法,严格按照"提出问题—分析问题—解决问题"的思路,对反恐怖核心区作战情报保障的特点,存在的主要难题及应采取的策略三个问题进行了研究。[结果/结论]通过研究,认为反恐怖核心区作战情报保障要立足于"侦打一体,察打结合"的总体思路,进一步凸显情报中心在现场指挥体系中的作用,优化侦察装备布控体系,重视人力情报作用,开展情报攻势等四个方面的问题。本研究对反恐怖理论研究和实践运用具有一定的指导意义。

[ Purpose/Significance] Terrorism, the public enemy of the world, has greatly threatened the security and stability of human society. In government＇s fierce fight against terrorists in the core area of anti-terrorism activity, high efficiency and quick security of anti -terrorism core fighting intelligence is the key factor to win the anti-terrorism, which has the characteristics of various intelligence needs, hard to identify the truth of the intelligence, great social responsibility involved and highly relying on high technology and so on. Facing the problems of targeted intelligence being not easily acquirable, intelligence equipment failing to play its role to the full and difficult devel- opment of human intelligence work and so on, the efficacy efficiency of intelligence security of anti-terrorism core area is suffering from the lackage of further improvement. [ Method./Prneess] In this paper, research on the characteristics, issues and measures of the anti-ter- rorism core area fighting intelligence security is conducted via a qualitative analysis based on literature review, rigorously following the ap- proach of problem identification- analysis-solving. [ Result/Conclusion] It is concluded that the intelligence security of anti-terrorism core area should observe the idea of ＂integration of fighting and detecting, combing observing and fighting＂, high emphasis should be placed on four aspects, such as the role of intelligence center in the commanding system of the anti-terrorism scene, optimization of the intelligence equipment deploying and controlling, higher emphasis of the role of human intelligence, and mounting some intelligence offensives. The research has certain guiding significance for the anti-terrorism practice application and theory analysis.
