基于文本挖掘的科技成果转化政策内部结构关系与宏观布局研究

Research on the Internal Structural Relation and Macro Layout of Scientific and Technological Achievements Transformation Policies Based on Text Mining

[目的/意义]为更好实现创新驱动发展,帮助政府部门及时把握科技成果转化政策的制度与实施。[方法/过程]以探寻科技成果转化政策结构为研究目标,选取1996-2014年国家及地方颁布的科技成果转化政策,运用文本挖掘方法,先后进行词频分析、语义网络分析、中心性分析以及聚类分析。[结果/结论]得到科技成果转化政策三维结构框架,并依此对科技成果转化政策的内部结构关系和区域宏观布局特点进行深入分析,以帮助政府部门及时把握科技成果转化政策的制定与实施。

[ Purpose/Significance] With the purpose of realizing innovation driven development in a better way, helping the government departments timely grasp the formulation and implementation of scientific and technological achievements transformation policies. [Method/Process] Aiming at exploring the structure of scientific and technological achievements transformation policies, this paper selected the policies concerning scientific and technological achievements transformation promulgated by national and Beijing governments between 1996-2014, used text mining method, and conducted word frequency analysis, semantic network analysis, centrality analysis and cluster analysis. ~ Result/Conclusion] The research result showed a 3-dimensional structure framework of the scientific and technological achieve- ments transformation policies, and then an in-depth analysis based on the framework was conducted on the internal structure relation as well as the regional macro layout characteristics of the policies. The research can help government departments with better formulation and implementation of scientific and technological achievements transformation policies.
