新常态下加强安徽省农业科研院所协同创新的思考

Thinking on Strengthening the Collaborative Innovation of Agricultural Research Institutions in Anhui Province under the New Normal

长期以来,安徽省农业科研院所为全省农业增效、农民增收和农村经济社会发展做出了重要贡献。在新常态下,如何加快整合农业科技资源,构建创新联盟以提升协同创新能力,是主动顺应国家科技体制改革和中央财政科技计划改革新形势和新要求,对新常态下高效协同创新的农业科研体系和管理模式的有益探索,也是安徽省实现农业调结构、转方式、强产业、可持续亟待解决的问题。文章分析了安徽省农业科研院所发展状况与协同创新面临的问题,提出了从项目、学科、团队、平台和机制"五位一体"方面推进农业科研院所协同发展的建议。

For a long time, agricultural research institutes have made important contributions to the agriculture synergism, farmers′ income increasing, and rural economic and social development in Anhui Province. Under the new normal, how to speed up the integration of agricultural science and technology resources and improve the innovate ability by building up innovation alliance, not only to complies with the innovation of national scientific and technological system and financial reform under the new situation and new requirements, but also benefits the exploration of agricultural scientific research system and management model. This is also beneficial to solve the problems of agricultural restructuring, mode transfer, strengthening industry and keeping sustainable in Anhui Province. The development status and problems of collaborative innovation of agricultural research institutes in Anhui province were analyzed in the paper. The ＂Five-in-One＂ model including projects, disciplines, teamwork, platforms and mechanisms was suggested to promote the collaboration and development of agricultural research institutes.
