摘要
老年大学教育对当前我国经济、社会具有积极、独特而重大的价值和意义。老年大学在硬件与软件方面的不足,导致其提供的产品和服务与老年人的需求有明显的差距。要从根本上抓住核心的人和关键的制度两个因素,并实现二者的结合,形成优秀的人制定、遵守科学、合理的制度和科学、合理的制度塑造、培养优秀的人的良性循环。让有理想信念的高素质的人与大学章程、岗位职责、制度规定(监督、制约、选拔、考核)相结合,选拔举荐出有理想信念、公道正派、懂教育、会管理、德才兼备的管理团队。让有理想、有思想、有责任、有阅历和经历的人领导、决策,让能领导、决策的人团结带领大家一起干事,让达到目标的人获得物质和精神上的激励,从而实现基层单位治理能力和治理体系现代化。
The university education for the elderly is very significant for the economy and society,but its lack of hardware and software has resulted in the obvious gap between the supplied education products and the need of the elderly. A combination of two key factors,the core personnel,and the key system,will form a positive cycle of the outstanding personnel,abidance of science,reasonable system,logical institution building,and cultivation of talent. An effective personnel should be combined with university rules,job responsibilities,regulations,i. e. the process of selection and examination under supervision and restriction. A managerial team should be seleccted to be faithful,honest,professional and capable. An ambitious,responsible and experienced leadership,together with good cooperation and both material and spiritual motivation for people with accomplishments,will lead to the modernization of the administrative system and skills for the grass- roots units.
