摘要
远程医疗虽然在医疗中的应用价值得到了共识,但是在实践过程中,还面临着巨大的挑战。互联网信息技术发展迅猛,国家医疗体制改革的步伐也在加快。远程医疗是现行医疗体制中不可分割的一部分,在远程医疗体系建设中,必须要遵循行业管理的规程,符合医学科学的基本规律,建立合理的商业机制,才有可能把握正确的发展方向,顺应时代发展的进程。本文从国家医疗体制改革的基本原则出发,深度解读国家公立医院综合改革和分级诊疗政策,阐述远程医疗分级体系的建设原则,以期远程医疗成为提升基层整体医疗水平的新模式。
Telemedicine has become the most popular concept in China,which had been recog- nized as potential great value. But the practice of telemedicine is still facing the big challenges. The informatics technologies has been developed dramatically,meanwhile, the health care system reform is also progressed quickly. Since the telemedicine is part of the healthcare system, the practice of telemedicine would still need to follow the medical principle, the financial principle, and the social principle. Hierarchical medicine has become a latest policy to resolve the ＂crowd clinic＂ problem. We would try to setup the hierarchical system for the telemedicine practice, follow the state policy of the healthcare reforming. A nation-wide systematic strategy would be expected.
