摘要 通过对美国、加拿大、德国等典型国家特种设备安全监管模式的研究,分析各国模式的特点及对我国的启示,并结合我国当前特种设备监管和检验改革中争议的焦点问题,围绕"放、管、治"提出构建三位一体质量安全提升新格局的意见和建议。 According to the researching on special equipment safety supervision & administration modals of typical countries, including the USA, Canada and Germany, this paper analyzed modal features of each country and its enlightenment to our country, combining with the significant controversial issues of China current special equipment supervision & administration and inspection reformation, and enclosing "devolution, administration and governance" perspective, provided suggestions and recommendations on the establishment of new pattern of trinity system of quality safety improvement.
