基于被害人现状考察进一步防范打击电信诈骗的对策

Based on the Survey of Victims, Countermeasures to Prevent and Combat Telecoms Fraud

近年来,电信诈骗在本市迅速蔓延,社会危害大,群众反响强烈。上海市公安局治安总队以电信诈骗被害人情况调查为切入点,组织开展专题调研,梳理出被害人群体存在的趋利避害心理、社会交际局限、对公权力认识模糊,以及公民信息流散、诈骗方式不断变化等受骗原因,并提出了严查贩卖公民信息、主动公开政务、提升宣传针对性、创新宣传方式、强化部门协作等措施建议。

In recent years, telecoms fraud becomes rampant in the city, which is harmful to society and leads to public complaints. The Public Order Administrative Department of Shanghai Municipal Public Security Bureau has conducted？special investigation by issuing questionnaires to victims of telecoms fraud and teased out causes of victimization ranging from psychological keen desire to gainpetty advantages, limited social communication, fuzzy knowledge of public authorities, leakage of personal information to changing modus-operandi of such crime. Suggestions have been made that any cases concerning sale of citizens＇ personal information be seriously investigated, public affairs be known, propaganda be improved, publicity methods be innovated and cooperation between different units be strengthened.
