摘要 由于油气资源劣质化,特别是在低油价严峻形势下,加强管控钻井投资显得尤为迫切和重要。分析认为管控钻井投资的重点和核心应该是决策和设计阶段,目前这两个阶段的钻井投资管理很薄弱。解决问题的思路是建立并推广“工程量清单计价模式”和“标准井管理”,实现总体钻井生产效率最大化和单位成本最小化,进而保证油气勘探开发投资效益最优化。配套实施五项措施:一是制定配套管理办法;二是建立油区配套定额体系;三是采用单位钻井投资效益优化方法;四是推行标准化设计;五是建立钻井预算预警制度。根据油田实践经验测算,若全面推行上述举措,每年可节省投资50亿~100亿元。 Due to the poor quality of oil and gas resources, strengthening drilling investment management is particularly urgent under low oil price. Drilling investment management for decision and design stages should be put in priority, while is very weak now. The solution should be the promotion of "Workload List Pricing Mode" and "Standard Well Control", which maximizes the overall drilling efficiency and minimizes the cost per unit to ensure optimization of exploration & development investment benefit. Meanwhile, five supporting measures are implemented: building a set of management measures, establishing a quota system with oil area, using the optimization method of unit investment, carrying out drilling standard design, and establishing drilling budget warning system. Based on the calculation of the oilfield's reality, RMB5-10 billion can be saved for investment per year if the above measures are fully implemented.
