Coordinated Dispatch of Large Scale Energy Storage System and Thermal Generation in High Wind Power Penetration Level System Based on Chance Constrained Goal Programming

摘要 针对大规模风电不确定和波动性对电力系统调度的影响,提出了基于双层规划(bi-level programming,BLP)和机会约束目标规划(chance constrained goal programming,CCGP)结合,求解高风电渗透率下的火电储能协调调度模型的方法。首先,引入具有很好灵活性和优先性的机会约束目标规划处理含多个机会约束的不确定模型。然后基于双层规划的分层思想,提出"先分类后分单元"的求解思路。上层规划侧重不同类电源间的互补运行,以系统安全性和消纳风电为目标;下层规划侧重同类机组(单元)的出力分配,以运行经济性为目标。最后,利用算例对模型的有效性进行验证,对储能在含风电系统中的作用进行分析。结果表明:模型能够很好地兼顾系统安全性与经济性对风电进行消纳,储能的合理调度能够进一步提高系统对风电的消纳能力。 The uncertainty and fluctuation of large-scale wind power significantly affect power system dispatch. To optimize the coordinated dispatch of energy storage system (ESS) and thermal generation, a novel method was proposed based on the combination of bi-level programming (BLP) and chance constrained goal programming (CCGP). First of all, with good flexibility and priority, CCGP was introduced to solve the uncertain model with multiple chance constraints. In addition, the idea of "units come after types" was proposed based on the hierarchical structure of BLP. The upper-level focused on the complementation among different power sources, aiming to guarantee system security and minimize abandoned wind power. The lower-level emphasized on the output distribution of same types of units, which optimized costs of operation. Finally, with case studies, the validity of the model was verified and the function of ESS in the wind power integrated system was analyzed. Results showed that the model could make a balance between security and economy while optimizing wind power integrated system. And reasonable dispatch of ESS could improve system's wind power accommodation ability.
