论辽宁沿海经济带发展中大连市立法功能的改进

On the Improvement of Dalian's Legislative Function in Developing Liaoning Costal Economic Zone

大连市作为辽宁沿海经济带的中心城市,尽管已经制定了一些相关法律文件用以支持沿海经济带的发展,但立法数量很少且缺乏有效的立法协同。为此,应当扩大立法调整范围,注重政策和行政规范性文件向立法的转化,推动区域立法协同,以及重视政策与法律绩效评估机制的运用,从而在立法上为沿海经济带的发展提供更多的支持与保障。

As the central city in Liaoning Costal Economic Zone, Dalian has formulated certain relevant legal documents in order to support the development of this area, though the scale is small and the coordination less effective. Therefore, some measures should be taken such as expanding the scope of legislation adjustment, paying attention to the transformation from polices and administrative normative documents to legislation, propelling regional legislation joint as well as attaching importance to the use of policy and legal performance evaluation mechanism, so as to provide more legal support and protection for the development of Liaoning Costal Economic Zone.
