危险化学品事故应急救援力量安全保障体系研究

危险化学品事故现场的环境具有易燃易爆、有毒有害等特殊属性,对救援人员存在相当大的危险性。在国家危机管理和危险化学品应急管理大体制建设的背景下,通过对各种支撑体系的分析,明确危险化学品事故应急救援力量保障体系中各环节的协同关系。要使危险化学品应急救援团队自身的安全得到保障,需要具有特殊装备的救援人员自身具有良好的处境意识和团队协作能力,也要求提供信息的相关软硬件主体有着高效的协同作战能力,以平战结合思想为指导,完善为救援人员服务的安全保障体系。

The scene of hazardous chemicals features flammable and explosive, poisonous and harmful, which is dangerous for rescue people. In the context of the national crisis management and dangerous chemicals emergency management, through anal- ysis of various supporting systems, the coordination of the vari- ous links in the security system of emergency rescue forces is i- dentified, to ensure the safety of emergency rescue forces for hazardous chemicals, good situational awareness and team co- operation ability of rescue forces with special equipment is re quired, efficient cooperative capability of related hardware and software body offering information as well, taking ideology of combining peacetime footing with wartime footing as a guide, security guarantee system of serving rescue force should be im- proved.
