International Prospective Based Design Path for Housing Reserved Funds

文章阐述住房公积金制度历史作用及发展过程,解析美国的住房抵押贷款制度、德国的住房储蓄制度、新加坡的中央公积金制度等运行模式以及发达国家政策的共同优势,提出我国住房公积金制度顶层设计应遵循的思维路径,并指出住房公积金制度要针对城市农民工市民化的社会发展趋势,适应以满足新市民为出发点的住房制度改革,实现"多维度均衡"新常态。

This paper elaborated historical roles and development course of housing reserved funds, analyzed operation modes such as the U.S. housing mortgage loan system, Germany＇s housing saving system and Singapore＇s system of central reserved funds and common advantages of policies of developed countries, proposed the path of thinking for top layer design of China＇s housing reserved funds system. And it pointed out that, aiming at the social development trend that peasant workers are becoming into citizens, the system of housing reserved funds shall meet the housing system reform that starts from new citizens and realize the new normal state of ＂multi-dimensional equilibrium＂.
