On Governmental Purchase of Agricultural Welfare Services:Explorative Practice and Rational Thoughts

我国已进入加快改造传统农业、走中国特色农业现代化道路的关键时期。随着统筹城乡经济社会发展的快速推进,农村青壮年劳动力大量外流、务农人员整体素质降低,农业生产经营组织化程度不适应、农业社会化服务体系不健全等问题日趋显露,难以迎合工业化、城镇化、信息化和农业现代化同步推进的要求。进一步完善创新农村发展体制机制,加快农业发展方式转变,构建新型农业社会化服务体系显得十分必要和紧迫。

We have stepped into the crucial stage of accelerating traditional agriculture upgrading and following a modern pathway for agriculture with Chinese characteristic. With the overall urban and rural development in a faster speed, a series of problems surge: a considerable number of robust rural young labors flowing outwards, less competent agricultural labors, the inadaptability of agricultural production and operation, and incomplete socialized service system for agriculture, etc., all of which barely accommodate requirements for industrialization, urbanization, informationization, and agricultural modernization. It is necessary and urgent to further innovate the development mechanism for rural areas, boost the modal transformation of agricultural development, as well as construct a new socialized service system for agriculture.
