On State Ruling and Governance:An Emerging Circumstance and Its Response

改革开放以来中国社会主义初级阶段国情发生了很大变化,国际环境也有所改变,新时期"四个全面"战略布局又提出新任务,这都表明党领导人民治国理政已经处在一个新的历史场景。以习近平为总书记的党中央明确提出实现国家治理体系和治理能力现代化等一系列治国理政的新理念,在强基固本、凝魂聚气、全面统筹、创新发展等多方面采取了新举措,这些都是根据治国理政新场景作出的新应对。

Since the reform and opening-up, the national conditions at Chinese initial socialist stage has dramatically changed, while the international environment has been reshaped. And the strategic layout of 'Four Comprehensives' calls for new missions in a new era. All indicate that the Party's Ruling and Governance has entered into a new historical circumstance. The CPC central committee,with Xi Jinping as its Secretary General, clarified a series of new governance concepts of achieving a state governance system and modernizing governance capability, and put forward new measures to consolidate the CPC's leadership, pool massive consensus, implement an all-rounded plan for the whole, and promote innovative development. All represent new response to the current circumstance for state ruling and governance.
