生态文明视野下地方政府环境保护绩效评估体系研究——以青岛市为例

The Performance Evaluation of the local Government's Environmental Protection from the Perspective of Ecological Civilization: Taking Qingdao as an Example

我国政府绩效评估实践在各地的深入开展,在明确行政目的、规范政府行为、满足公众需要等方面产生了积极作用。在生态文明建设的历史背景下,有必要通过环境保护绩效评估方式提升区域生态质量,实现人与自然的和谐共存。基于国内外环境绩效及生态文明方面的理论与实践,提出地方政府应在尊重生态规律、遵守法律规章的前提下,以地方政协为评估主体,构建系统、科学、有效的环境保护绩效评估体系。为了确保评估体系质量,在构建过程中尤其要注意评估目标、绩效模型框架、指标维度、指标及指标要素的选取。

The government performance evaluation practice has been carried out all over the countries, and it has contributed in clarifying administrative purpose, standardizing government behaviors, and meeting the needs of the public. Under the historical background of the construction of ecological civilization, it is necessary to improve the regional ecological quality by the environmental protection performance evaluation in order to realize the harmonious coexistence of man and nature. Based on the domestic and foreign environmental performance and the ecological civilization theory and practice, the article considers that the local government should respect ecological law and comply by the regulations, and build scientific and effective performance evaluation system of environmental. In this process, the local people＇s Political Consultative Conference is the main body of evaluation. In order to ensure the quality evaluation system, we should select the appropriate evaluation objectives, performance model framework, indicators dimensions, indicators and indicators elements.
