摘要
在阐述目前铁路技术规章管理所面临推进铁路技术创新、推进运输组织创新、铁路政企分开改革等新形势的基础上,针对铁路技术规章体系亟需优化完善、部分跨局规章亟需协调统一、部分规章文电亟需修订清理等主要问题,提出完善铁路技术规章管理体系、开展铁路技术规章清理工作、健全总公司技术规章管理运行机制、强化铁路技术规章基础性研究工作、加强铁路技术规章培训贯彻执行工作等加强铁路技术规章管理体系建设的建议。
Based on expounding the new situation faced by current railway technical regulation management, such as promoting railway technical innovation, promoting innovation of transport organization and separating government functions from enterprise management for the railway sector, targeting with the main problems including railway technical regulation system need optimizing and improving, partial cross-administration regulations need coordinating and unifying, partial regulation messages need revising and cleaning, this paper puts forward suggestions on strengthening establishment of management system of railway technical regulations, such as improving the management system, developing cleaning work of the regulations, perfecting operation mechanism of technical regulation management of China Railway, strengthening basic research work of the regulations and enhancing training and implementation work of the re qulations.
