我国粮食补贴政策效果评价——基于粮食生产和农民收入的视角

Effect Evaluation of China's Grain Subsidization Policy:From the Scope of Grain Production and Farmers' Income

粮食安全问题是关系到国家安全、国民经济,以及社会发展全局的重大战略问题。客观全面评价当前粮食补贴政策的执行效果,对于保障国家粮食安全具有重要意义。利用2001-2013年我国2000多个县的面板数据,从县域粮食生产和农民两个角度实证分析我国粮食补贴政策的执行效果。实证分析结果肯定了粮食补贴政策对我国粮食产量和农民收入的积极促进作用。粮食补贴政策的实施使产粮大县粮食产量提高了6.81%,使非产粮大县粮食产量提高了3.40%;粮食补贴政策的实施使产粮大县农民收入提高了9.63%,使非产粮大县农民收入提高了6.01%。

Grain safety is related to national security and economy and social development, which is a national major strategic issue. The objective and comprehensive evaluation of the implementation effect of the current grain subsidy policy is important for the national grain security. Using of the panel data of more than 2000 counties over 2001 -2013, and from the two scopes, i.e. the food production and farmers＂ income , this paper empirically analyzes of the implementation effect of China＇ s grain subsidization policy. The empirical results find that China＇ s grain subsidization policy plays a positive role in promoting grain production and farmers＇ income. The Grain subsidiza- tion policy causes the grain production of the major and non - major grain producing counties respectively to in- crease 6. 81% and 3.40%, and the grain subsidization policy causes the farmers＇ income of major and non - major grain producing counties respectively to increase 9. 63% and 6. 01%.
