R&D,Direct Technology Transfer and Productivity in Chinese Hightech Industry

摘要 基于1997—2011年中国高技术产业的地区面板数据,以柯布—道格拉斯生产函数为理论基础,采用系统GMM计量回归方法,对我国自主研发、国外技术引进,国内技术购买与全要素生产率之间的关系进行了实证分析,进一步采用DEA分解方法把全要素生产率增长分解为技术效率和技术进步两方面进行探讨。得到以下结论:1、中国自主研发与国外技术引进对生产率都有显著促进作用,但国内技术购买不利于自身生产率提高;2、自主研发与国内技术购买交互项回归系数不显著,其与国外技术引进的交互影响为负;3、将生产率分解为技术效率和技术进步后,国内技术购买更能促进技术进步而国外技术引进更能促进技术效率提高。 Based on Cobb-Douglas production function, regional panel data in Chinese high-tech industry is used ( 1997-2011 ) to get the system GMM regression in order to measure the relationship among R&D, the introduction of foreign technology and domestic technology purchase and total factor productivity. And then we utilized DEA decomposition method to decompose productivity into two aspects: technical efficiency and technological progress. In this paper, we got the following conclusions: ( 1 ) R&D and the introduction of foreign technology on productivity have a significant role in promoting the TFP, but the purchase of domestic technology to improve the im- pact on productivity is not significant. (2) R&D is not complementary with foreign technology transfer to co-promote the improvement of productivity, but the interaction of purchase of domestic technology is positive. ( 3 ) For the technical efficiency of productivity and technological progress, R&D is significantly promoting both of them, the introduction of foreign technology promotes technical efficiency has hindered technological progress, the role of domestic technology purchase just the opposite.
