摘要
目的了解四川省21个市(州)级疾病预防控制中心(疾控中心)办公室人力资源现状及职能设置情况,从人力资源方面探讨提升办公室工作水平的方法。方法采用问卷调查、专题讨论的方法,对全省21个市(州)疾控办公室的人力资源、职能设置及存在问题等情况进行调查。结果全省21个市(州)疾控办公室共有人员125名,平均年龄38.49±9.27岁;学历以大专及本科为主;专业技术人员64人,职称以初、中级为主;管理人员42人,以主任和副主任科员为主;另有工勤人员19名。学历专业构成方面,有医学背景的60人,涉及预防、临床、检验和护理等专业;管理学类22人;其余来自计算机、财会、语言等专业。多数办公室除了负责综合行政管理外,还承担政工人事、后勤等多项工作。结论四川省21个市(州)疾控办公室人员少,专业结构不合理、人员质量不高,急需培养高素质的综合行政管理人员;办公室职能范围太广,应减少职能范围。
Objective To know the current status of human resources and function setting in CDC office in 21 cities (states) in Sichuan province, to explore the approaches of enhance the level of office work. Methods The human resources, function setting and existing problems were studied by using the method of questionnaire survey and dissertation discussion in 21 cities (states) CDC office. Results There are 125 staff in 21 cities (states) CDC office, with the mean age 38. 49 years. Most of the clerk' s education background was undergraduate and junior college. There were 64 professionals, most of the technical title were primary and intermediate title ; there were 42 managers, mainly were principal staff and senior staff member; besides, there arc 19 logistics personals. Among the clerks, 60 people had medical background, including prevention, clinical, inspection and nursing professional; 22 people were management personnel ; the rest of the staff were of the computer, accounting, language and other non - medical pro- fessional. The CDC office undertook too much job contents, in addition to comprehensive administrative management, also bear the party affairs, labor union, personnel, information, logistics work, etc. Conclusion The CDC office in 21 cities (state) of Sichuan province have insufficient clerks, the clerks' specialty structure is not reasonable. To cultivate qualified comprehensive adnfinistrative personnel is urgent. The office functions set too miscellaneous and the office job contents should be reduced.
