地方政府自主性是我国市场化改革的必然产物,很大程度上成为推动我国经济高速发展的重要因素。但是,地方政府自主性导致地方政府行为的不确定性及背离公共利益,亟需对其进行制度化约束与规范。

The discretion of local government is inevitable product of market-oriented reform and to a great extent speeds up economy development. But the expansion of discretion of local government produces some unanticipative consequences, such as uncertainty of local government＇s action and the deviation from public interest, which need to be institutional constrained.
