中国非常强调公务员的交流,这是我国政治生态所特有的现象。中国公务员交流制度强调权力的控制、注重通才的培养,一直以来受到党和国家的高度重视。由于中国传统文化和当代特有的政治体制,中国公务员交流制度的存在是必然的。公务员交流旨在有效控制官员、地方,从而加强中央的权威,同时建立一支高效廉洁的干部队伍以实现更稳固的国家治理。
Chinese government attaches great importance to the rotation system for officials and this is a unique phenomenon of China＇s political ecosystem. Due to Chinese traditional culture and contemporary partystate control system, the existence of rotation system for officials is essentials. It emphasizes the regulation of cadres and local governments＇ power so that strengthen the authority of the central government. Meanwhile, through generalist trainings, it enhances the capacity of both cadres and local governments to achieve stronger governance.
