摘要
农村集体经营性建设用地是相对农村公益性建设用地的集体土地。当集体经营性建设用地可以入市流转时,农民可依所有权和承包经营权参与分配增值收益;政府可依公共产品投资者和市场经济调控者身份参与分配增值收益。建立兼顾国家、集体和农民的流转增值收益分配方式,是协调各方利益、稳健推进农村集体经营性建设用地顺利入市的关键。
The rural collective operational constration land is the collective land relative to the public land, The collective and farmers can get land value increase depend on ownership and right to contracted management; The goverment depend on the investor of public products and regulator of the market economy, when the land can trade. It is the key of coordinating the interests of all parties and advancing steadily the rural operational constration land in the market smoothly to bulid the way about the land value-added income distribution balancing state, the collective and farmers.
