我国核心技术创新能力增强的对策

随着技术进步和经济日益全球化,核心技术创新已成为构筑国家竞争优势及抢占新技术和新产业"制高点"的必由之路。首先,面对中国成为"无可争议的专利领跑者"这一现象,应对我国核心技术创新的现状与隐忧有一个清醒的认识;其次,理性分析制约我国核心技术创新的主要瓶颈,找准解决问题的方法。只有营造包容失败的创新文化,改变传统技术追赶路径,尽快确立企业技术创新的主体地位,创新产学研、企的合作创新模式,尽快完善激励创新的外部政策环境,才能激发大众创新创业的激情,提升我国自主创新能力,实现从"专利论文大国"向"创新发展大国"的转变。

With the development of technology and the increasingly globalization of economy, nowadays, the core technology innovation has become the only road to build national competitive advantages and to seize the ＂commanding heights＂ of new technology and new industry. At first, confronted with the phenomenon that China has become ~the incontrovertible patent leader＇, we should have a conscious cognition of the current situation and secret worry about China^s core technology innovation. Secondly, it is a must to give a rational analysis on the bottle-necks which restrict China＇s core technology innovation. Finally, only through building culture of tolerance for failure, changing the traditional catch-up route, establishing the enterprises＂ dominant roles in technology innovation as early as possible, innovating the cooperative innovation model a- mong the industries, universities, research institutes and enterprises, and improving external policy environment as soon as possible, can the mass passion for innovation and starting business be inspired, China＇s core technology innovative capa- bility be promoted and the transformation from ＂big patent country＂ to ＂strong innovative country＂ be achieved.
