浅谈棚户区改造安置项目的必要性——以伊春市棚户区改造为例

中央经济工作会议明确指出,在2006年东北老工业基地振兴的重要任务之一,就是加速棚户区改造。为此,国家建设部专门颁发了《关于推进东北地区棚户区改造工作的指导意见》(建住房[2005]178号),对东北地区棚户区改造做出全面部署。省政府把棚户区改造工程也列为今年要抓好的重大事项之一,作为继国企改革之后的又一攻坚战。这些政策给伊春市棚户区改造带来了难得的机遇。2007年,黑龙江省建设厅将伊春市棚户区改造工作作为国有林区的改造试点项目。

The central economic work conference clearly pointed out that in 2006 the northeast old industrial base in one of the important tasks of revitalization is to accelerate the shantytowns transform. To this end, Ministry of Na- tional Construction issued a special ＂guiding opinions on the work of promoting the transformation of shantytowns in the northeast of China＂ （2005） 178, to make comprehensive arrangements for the transformation of shantytowns in the Northeast. Provincial Government shantytowns project are also listed as one of the important things to do this year, as another crucial battle after the reform of state - owned enterprises. These policies have brought a rare op- portunity for the transformation of shantytowns in Yichun city. In 2007, Heilongjiang Provincial Construction De- partment will be the transformation of Yichun City shantytowns as a pilot project for the transformation of state -owned forest areas.
