近年来,重金属污染的治理也引起了社会各界的广泛关注。在我国,改革开放后经济得到了快速的发展,但重金属污染治理的法律制度的不完善使得我国付出了严重的环境代价,因此,我国的重金属污染治理迫在眉睫。以我国重金属污染治理的现状为前提,结合美国治理污染土地的超级基金制度和德国保险责任制度的先进成功经验,进行重金属污染治理产业化的制度构建,使我国重金属污染治理在产业化的带动下得到持续有效的治理,达到经济发展和环境保护的双赢。
