为落实国家在新时期对补充耕地的数量和质量提出新的更高要求,实行最严格的耕地保护制度,切实加强补充耕地质量建设,开展新增耕地质量等别评定工作迫不及待。文章以钦州市灵山县土地开垦项目为例,研究新增耕地质量等别评定新思路,为同期类似评定提供切实可行的新模式。
