江苏省宿迁市科技创新券实践经验和对策建议研究

Study on Experience and Suggestions for Science and Technology Innovation Voucher in Suqian City of Jiangsu Province

科技创新券是一项新型的支持中小企业自主创新、促进科技成果转化的公共政策。江苏省宿迁市在全国率先实施了科技创新券政策。文章结合科技创新券的内涵及国外运作模式，较为系统地分析宿迁市探索实践科技创新券的组织方式、主要成效和存在问题，从政府、中小企业和科研机构等3个主体的层面初步构建了科技创新券的运作机制模型，并在此基础上，对完善和推广科技创新券政策提出优化定位与设计、强化产学研合作、强化信用监督等建议。

Technology innovation voucher is a new public policy, to promote Innovation for SMEs, scientific and technological achievements. Suqian City of ]iangsu Province is the first to implement the technological innovation voucher policy in China. Combining technological innovation voucher connotation and mature patternsn foreign countries, this paper systematically analyzes that Suqian city how to explore the Science and Technology Innovation voucher, Organization ,major achievements and problems, initially constructed Operation Mechanism model from three subjects of government, SMEs and scientific research institutions for Technology innovation voucher, and on this basis, put forward suggestions that to improve and promote scientific and technological innovation voucher policy proposed location and design optimization, strengthen research cooperation, and strengthen supervision of credit.
