政府支持小微企业管理提升实践创新研究——以连云港市为例

Research on innovation of government support to enhance small and micro enterprises management——by taking Lianyungang City as the case

作为连云港市政府层面支持小微企业管理提升的发展对策研究,需要以系统和创新的思维,既尊重和运用好市场化原则,同时提供必要时限和满足一定条件的政策性支持,在巩固完善现有制度和平台网络的基础上,提出政府通过与行业协会(或管理咨询公司)合作,对小微企业分类指导,差别化管理:成熟的小微企业按市场化原则购买管理服务;成长的小微企业由政府提供购买补贴或奖励,以低于市场价购买管理服务;初创的小微企业由行业协会(或管理咨询公司)提供公益价格,以更低的价格或零价格获得管理服务。

With development initiatives at Lianyungang municipal level to support and enhance the small and micro enterprises management,we need to have systematic and innovative thinking to both respect and make good use of market principles,while providing the necessary time limit and policy support under certain conditions.On the basis of consolidating and improving the existing systems,platforms and networks,the government is proposed to work in collaboration with industry associations（or management consulting firms）to provide appropriate guidance for different types of small and micro enterprises and differentiated management：the mature small businesses shall purchase management services according to market principles;the growing small and micro enterprises should be provided with subsidies or incentives by the government so that they can buy management services below market prices;the start-up small and micro enterprises should be given favorable public service prices provided by industry associations（or management consulting firms）,so that they can obtain management services at a lower price or zero price.
