农业转移人口市民化的障碍及对策研究

Research on Obstacles and Countermeasures of Promoting Citizenization for Agriculture Transferred Population

帮助农业转移人口实现居住转移并获得市民权利是其市民化的重点任务,分析市民化进程中存在的城镇排斥、农村拖累、成本约束等障碍,提出明确政策取向、建立退出机制、提供住房保障、增强吸纳能力和加强职业教育等建议。

At present, the major task of the citizenization is to help agriculture transferred pop- ulation to realize resident place transfer and have access to citizen rights. There exist obstacles in the process of citizenization, such as the exclusion of urban and rural areas, the burden of countryside, and cost restricts. The paper put forward some policy recommendations, to raise definite policy orientation, to establish an exit mechanism, to provide housing security system, to enhance the capacity to receive the agriculture transferred population, and improve vocational education.
