From Social Management to Social Governance

我国目前处于"黄金发展机遇期"和"社会矛盾凸显期"并存的发展阶段。经济、社会、思想等领域暴露出的问题和矛盾相互交织并不断发展扩散,加大了社会治理的难度,对创新社会治理体制提出了挑战。社会治理体制创新应坚持以人为本、服务为先等五项基本原则,从深化政府改革、发展社会力量等五个方面进行改革,实现社会治理的现代化。

China is currently in the development stage of the coexistence of ＂golden develop- ment opportunity＂ and ＂social contradictions highlighted＂. In the field of economy, society, and ideology, all kinds of problems and contradictions have been exposed. And these problems and contradictions are interwoven with each other to enlarge the difficulty of social governance, and put forward new challenge in the innovation of social governance system. The innovation of the social governance system should adhere to the principle of people oriented and service as the first, and other five basic principles, to perform the reform from deepening the government re- form, and developing the social forces, and other five aspects, so as to realize the moderniza- tion of social governance system.
