现代苏州私塾与义务教育法

Modern Home School in Suzhou and Compulsory Education Law

深厚的历史文化底蕴、文教兴盛的传统和现代发达的经济以及现代单一的教育模式,是现代私塾在苏州重生的重要因素。现代私塾教育的出现有其合法依据不应被取缔,接受现代私塾教育是受教育者父母或监护人的教育选择权利;义务教育法的目的是强制未成年人接受教育,而不是强制其"入学","入学"是接受教育的一种形式而不是唯一的教育形式;私塾教育是义务教育的一种补充教育形式,也是世界教育先进国家法律认可和公众普遍青睐的行之有效的义务教育形式。苏州教育主管部门应当对现代私塾合理引导,健全规制,使其规范发展。

The rebirth of home schools in modem Suzhou has its historical inevitability by virtue of the city＇s cultural deposits, education tradition and prosperous economy in addition to the current unitary education model. Such schools have their legal standing and should not be suppressed. Receiving education in modem home school is a choice of educational right of students＇ parents or guardians. The aim of the compulsory education law is to force young people to receive education. It does not force students to ＂go to schools＂, which is but a form of education. Home schools supplement the compulsory system with its effectiveness and it is a widely recognized form of education in many countries with high-level educational background. The department of education of Suzhou city has an obligation to regulate and direct such schools for their healthy development.
