摘要
自高校社科学报改革以来,便形成了两种基本思路,即基于学术本位的"布局结构调整"与基于市场本位的"转企改制"。两种思路在整个改革历程中始终交错在一起,但实践中却以布局结构调整为主要改革路径。因此,如果先前进行的布局结构调整没有得到有效实施,而再次使改革思路发生折向,盲目地启动"转企改制"方案,必然使社科学报再次陷入混乱之中。基于此,学界认为,只有在优化整个学术体制的前提下,从社科学报自身存在的问题出发,沿着数字化、集约化和专业化的改革基本方向,构建一个既符合学术发展规律和需要,又符合学术期刊办刊规律的高校社科学报体系,才是改革的主要内容与基本目标,而市场化办刊只能是改革的基本方向与逻辑结果。如是观之,如今改革逻辑截然相反的两种思路,最终只能以"技术革新"的方式解决高校社科学报改革两难的困境,从而实现殊途同归。
Two basic thoughts came into being since the reform of social science journals in colleges: one is "the adjustment of the structure" which is based on academic standard, and the other is "the transformation into enterprises" which is based on the market standard. These two ideas have been mixed together during the whole process of the reform, but "the adjustment of the structure" is the main reform path in practice. If the direction of the reform is changed before the problems of the structure have been effectively solved and if the plan of "transforming into enterprises" is started in haste, the running of social science journals will fall into chaos again. The academic field holds the view that it is necessary to optimize the whole academic system, solve the existing problems of the journals and head for the reform direetion of digitization, intensification and professionalization in order to establish a social science journals system which not only conforms to the general patterns of academic development but also complies with the rules of running academic journals, such system should be the main content and basic aim of the reform. Market-oriented running of journals is the basic direction and logical result of the reform. From this point of view, the above two basic thoughts are logically different. Only "technique innovation" can solve the dilemma of the reform of social science journals in colleges and guide the two thoughts to reach the same aim finally.
