基层干部法治思维和依法解决问题的能力研究

Study on Legal Thinking and Capacity of Administration with Legal Methods of Cadres at Basic Level

文章通过问卷调查发现,基层干部对法治环境的评价相对较高,但有过法律运用经历的比例较少,依法办事能力有待加强,法治素养需要进一步提升。学历和职务对基层干部法治思维和能力有影响,其他背景因素的影响不显著。应通过提升基层干部队伍法律素养,完善基层干部工作考核机制,营造良好的社会法治监督环境等措施,不断提高基层干部法治思维和依法办事的能力。

A questionnaire concerning the legal thinking and capacity of the cadres at basic levels indicates that the quality in the relevant area should be further promoted, legal means are relatively seldom used in administrative activities while the legal environment is comparatively well rated. It is also suggested that personal study experience and position is more significantly influential compared to other factors. The countermeasures concerning appraisal mechanism and monitoring environment should be adopted.
