国际关系理论还是比较政治学——简评政府间至上主义与两种“治理”理论在欧盟机构问题上的分歧

A Theory of International Relations or Comparative Politics Studies

本文对超国家治理和多层次治理两种治理理论在欧盟机构问题上的论述进行了对比分析。作者认为国际关系学派的国家中心论揭示了欧盟机构运作的外部结构环境的本质 ,但在认识现阶段欧盟机构自身发展的内在动力上有过于简单化之嫌。对此 ,比较政治学派的治理理论可以为其提供有益的补充。同时 ,这也为我们考察欧洲一体化的学科归属之争提供了一个经验案例 ;欧洲一体化的复杂性和试验性需要我们打破学科间的藩篱 。

This paper is a comparative study on intergovernmentalism and two governance approaches in EU institution studies. The author argues that the state centerism in the IR studies highlights the nature of the external structural environment of EU institutional operations. However, the state centerism oversimplifies the internal dynamics of the EU institutional development. Nevertheless, the governance approaches of comparative politics school may provide certain valuable theoretical tools to offset the incompleteness and oversimplification of intergovernmentalism. In the mean time, it provides us a case to examine which discipline the subject of EU studies belongs to.
