林区农户创业政策需求的实证研究——基于三省六地的问卷调研分析

Empirical Analysis on the Demand of Forester in Forestry Entrepreneurship——Based on the Questionnaire Investigation in Three Provinces and Six Regions

通过对福建尤溪县和永安市、江西省奉新县和宜丰县、浙江省临安市和余杭县等地的实地调研,利用因子分析法,对林区农户创业所需要的政策进行实证分析。研究结果表明:财政支持政策、项目支持政策、技术支持政策和环境营造政策是其主要政策需求,其中,对技术支持政策的需求最突出。对此,政府可以通过系统构建扶持林农创业的政策体系,加大项目性政策的建设力度,革新现有的扶持林农创业的财政政策,来满足林农对创业政策的需求,提高林农创业的成功率。

The development of collective forest right system leads to innovation and entrepreneurship activities in the forest region which especially need government＇s policy support. Based on the investigation of Youxi county and Yongan city in Fujian province, Fengxin county and Yifeng county in Jiangxi province, Ling＇ an county and Yuhang county in Zhejiang province, by means of determiner analysis, this paper analyze the main policy needs of forester. The result shows that finical aid policy, project aid policy, technical aid policy and environmental building policy are their primary demands. The requirement of technical aid pohcy is especially outstanding. According to study results, this paper put forward correlation policy suggestions. In order to meet foresters＇ demands , government can build a pohcy system aimed at promoting foresters＇ innovation and entrepreneurship activities, input more energy to construct technical pohcies, renew the current finical policies.
