农村基层政府治理能力现代化的现实困境与发展路径

Dilemma and Development Path of Rural Grassroots Government's Governance Modernization

农村基层政府治理能力现代化是实现国家治理能力现代化的基础前提。我国农村基层政府治理能力现代化的现实困境表现为两个方面:一是政府职能履行不到位,公共服务供给能力低下;二是在合作治理过程中,政府引导角色扮演不到位,村民政治冷漠现象普存,社会组织等治理主体发展畸形。这严重制约了农村基层政府治理能力现代化的实现效度。应从完善自身职能水平、支持公民协商参与治理模式、扶持社会组织良性发展等多维路径促进农村基层政府治理能力现代化,进而实现城乡统筹发展,推动基层善治的实现。

Governance modernization of rural grassroots government is the premise foundation of national governance modernization. There are two aspects in dilemma of rural local government＇ s capacity modernization： Firstly, the government can＇t appropriately fulfill its flmctions ,the local grassroots government＇s public service capacity is low; Secondly, in the process of co-governance, the government＇ role of guider isn＇ t played properly, villagers＇ political apathy is common, social organizations and other rural cooperation organization are not run so well. These severely restrict the ability of rural grassroots government to achieve the validity of governance modernization. Thus, there are some effective measures which will contribute to the rural grassroots governance modernization, such as, improving the grassroots government＇s ability of execution and supporting citizens to participate in governance consuhation, as well as creating a favorable development environment for the community organizations to promote their management performance, furthermore, these measures can benefit to the realization of urban and rural development, and the promotion of good grassroots governance.
