学术体系内部行政化:高校去行政化的X地带

Internal Administration of the Academic System: the X Zone of the Deletion of the Colleges and Universities Administration

学术体系内部行政化是尚未引起高校充分注意的行政化地带。学术体系内部行政化是学术体系内部存在的学术人员违背知识处理逻辑行事而产生的一种行政化行为。这种行政化分显性和隐性两种,高校对这种行政化的关注与处理不尽如人意。这种行政化主要是由过度强调学术自由、学术体制机制不畅、学术良知和道德下滑以及重形式轻实质的行政化处理办法引起的。克服这种行政化必须提升学术人员的学术道德,建立健全高校的学术规章制度、营造良好的学术文化氛围和培育高校师生的学术民主和法治观念。

The internal administration of the academic system has not been taken full notice of colleges and universities. It is a kind of administrative behavior of violating the logic of knowledge processing that is done by the academic staff in the academic system. This kind of administration includes two kinds： explicit and implicit. Colleges and universities havent dealt with this kind of administrative satisfactorily, which is mainly caused by the excessive emphasis on academic freedom, no-flowing of the academic mechanism and system, the decline of academic conscience and moral and the formalism of the emphasis on substance over form. To overcome this kind of administration, we must improve the academic ethics, establish and improve the academic regulations, create a good atmosphere of academic culture, and foster ideas of the academic democracy.
