药价改革现状及完善对策

The situation of drug price reform and the discussions on countermeasures

药品价格改革,是全国价格改革浪潮中的重要环节,涉及人民群众的切身利益,其对于降低虚高药价、治理寻租腐败、促进公平竞争、优化资源配置、深化改革创新、促进医药产业健康发展具有不可替代的重大意义。2015年药品价格改革快速推进,在此过程中也凸显出很多问题。本文主要对药品价格改革的现状及其完善对策进行研究。首先按照时间对药价改革进程和现状进行归纳,提出完善药价改革需要解决的五个问题;然后分别从地方政府、医院、相关部门和药企等主体在药价改革中扮演的角色出发,探索出一条多方联动,和谐共赢的药价改革之路。

Drug price reform is an important part of the overall national price reform,involving the vital interests of the people and having an irreplaceable significance to reduce the high drug prices,promote fair competition,optimize the allocation of resources,deepen reform and innovation,and promote the healthy development of the pharmaceutical industry.In 2015,along with the drug price reform,many problems emerge.This paper focuses on the situation of drug price reform and discussions on countermeasures.Firstly,it will summarize the process and the status quo of drug price reform chronologically and put forward five problems which need to be solved;then,seen from the role played by the local government and relevant departments,hospitals,pharmaceutical companies in the drug price reform,it will explore a multi-party interaction,harmony and win-win road of drug price reform.
